The Joint Future initiative presents a real challenge to agencies that provide services to vulnerable adults in Scotland and has been the subject of much debate. The seminar gave delegates the opportunity to hear of progress, good practice and ways that the various aspects of the initiative might be evaluated.

The development and maintenance of partnerships between councils and health services and between academics and practitioners is seen as an essential part of the governments reform of public services.
In the pursuit of excellence we have also seen the introduction of performance frameworks, best value and more rigorous audit and inspection regimes. NICE and SCIE have also been established to promote evidence-based practice and to ensure that professionals carry out their work to the highest standards.
This workshop examined the extent to which such partnership, performance and practice initiatives are making a difference in the way that services are being planned, managed, delivered and evaluated.

The Department of Health is now consulting on how to implement the Research Governance Framework within social care. Initially, the focus will be on governance arrangements for research ethics, and there will be a baseline assessment of organisations active in social care research. An implementation plan is expected to be published in December 2002.
This workshop will consider key themes in research governance. There will be presentations by stakeholders in central and local government, academia and the independent sector. It will also look at how some authorities are applying research governance within social care or more broadly across the authority in order to embrace the 'consultation' element of 'Best Value'. In doing so the 'Four Cs' of ethical inquiry - competence, consent, confidentiality and conduct - will be addressed.
