Improving Safeguarding Outcomes for Children: Developments in Performance Assessment

The abuse and death of Baby Peter was the catalyst for a report into child protection from Lord Laming. Among the recommendations in his report were:

• Government should introduce new statutory targets for safeguarding and child protection alongside the existing statutory attainment and early year’s targets as quickly as possible.
• The National Indicator Set should be revised with new national indicators for safeguarding and child protection developed for inclusion in LAAs for the next CSR.

In July and August 2009, DCSF colleagues staged a series of workshops with key stakeholders to get ideas on

• Outcomes/Process/Quality Priorities
• What the statutory targets should measure
• What the National Indicators should be
• Perceived drawbacks: Perverse incentives and/or measurement issues

This event will give delegates the opportunity to hear feedback from these workshops. It will also look at how this work – and work by the Department of Health – feed into the broader National Indicator Set and how this information may be used by inspectorates in assessing the performance of local partners in improving safeguarding outcomes

User experience surveys: today and tomorrow

 This event explores and discusses a range of issues relating to current and forthcoming national surveys – repeat user experience surveys; the national Carers’ Survey; the forthcoming national survey on outcomes associated with “Putting People First” which is the potential source of a new national performance indicator.

The day will also cover experience and good practice in local use of these national survey techniques and results. It will cover other surveys of user or customer experiences, now in the new context of local authority legal duties to involve local persons and national social care ethics review requirements.

Focus Group Training Workshop
Monday 20th April 2009
Chancellor’s Conference Centre, University of Manchester

Obtaining user views is essential for community engagement and is central to current health and social care policy.  Obtaining user views and listening to what they have to tell us is also vital in evaluating services.

The Focus Group method is widely used in social care and health needs assessment, evaluation, and research, and can be used and adapted for a wide range of purposes.

This workshop will explore the basic principles of the focus group technique, and will help you develop skills to adapt this approach to inform service planning, needs assessment, and service evaluation.  

Aims of the day

• To explore when (and when not) to use a focus group as a method of information collection for evaluation and service planning
• To identify who should be invited to a focus group: that is exploring issues of sampling
• To give participants a framework for planning a focus group
• To give participants experience of developing questions for focus groups
• To give participants experience of acting as facilitators and co-facilitators
