The Department of Health is inviting comment on two papers:
The first paper relates to PIs for adults for 2003-04. Most of these changes have already been announced and are collected here for information, although a couple of changes are for agreement.
The second paper relates to PIs for children, and includes proposals for both 2003-04 and 2004-05. Please note that this does not preclude making further changes to 2004-05 indicators.
The annual Best Value consultation has been delayed to allow some new indicators to be developed for the redesigned CPA for 2005-06. ODPM will be writing to councils soon to explain that a consultation will take place in the first half of 2004. Some new indicators will be specified for the second half of 2004-05 ( ie covering October 2004 to March 2005).These would then be available in autumn 2005 to inform the new CPA being published then.
However, since development work on social services indicators has already been going on for some time, and the whole process has involved council representation, the DH/DfES view is that this process counts as the consultation that is required for Best Value indicators.
Therefore, views on the attached children's paper count as part of that Best Value consultation. This will allow DH/DfES to introduce changes to the PAF/BV indicators from 1 April as usual rather than 1 October. This applies to three children's indicators:
It is acknowledged that some of the PIs would not work for a half-year period - in particular A1, which is about the number of placement moves in a year.
On a similar theme, it is possible that DH may wish to introduce for 2004-05 a changed indicator relating to carers (currently D42). This might involve specifying a new data collection starting from 1 October, ie this indicator would (perhaps in the first year?) relate to the six months from October to March. The reason for this is that the ring fencing relating to the carers grant is being removed for 2004-05, and the Department of Health wants to have a better means of monitoring services provided to carers to ensure that there are no examples of carers being seriously disadvantaged by this.
