Valuing People: A New Strategy for Learning Disability for the 21st Century
Proposed Performance Indicators: Paper by Department of Health
The Department of Health intends to issue ten performance indicators for use in preparing the updated JIP that is due to be submitted by 31 January 2002. The Department of Health invites comments on these PIs by 31 August.
SSRG is working with the Association of Directors of Social Services (ADSS) in order to present a reasoned critique of the proposals to the Department of Health. Bill Robbins DSS at South Gloucestershire is ADSS lead on learning disability and is collating a policy response from his network.

The proposed PIs relate to social services for adults with learning disabilities. They do not cover services for children and young people with learning disabilities. For each PI, the DH

1. Advocacy PI 'The amount spent on advocacy expressed as the amount per head of people with learning disabilities known to the council'.
2. Direct Payments PI 'Percentage of people with learning disabilities receiving community based services who are receiving direct payments.'

5. Employment PI 'Number of people with learning disabilities in work as a proportion of those with learning disabilities known to the council'.

7. Best value PI 'Number of people with learning disabilities known to the local council per head of general population'.
8. Workforce PI 'Percentage of staff working in learning disability services achieving at least NVQ level 2'.
